SARAH IBRAHIM, ASSOCIATE
BIOGRAPHY
Sarah E. Ibrahim is an Associate Attorney with the firm. Ms. Ibrahim’s experience includes serving as general counsel, bond counsel and special counsel to various types of utility districts, emergency services districts and volunteer fire departments.
Before joining the firm, Sarah served as an Assistant City Attorney II for the City of Houston and as an Assistant County Attorney for Harris County, where she provided day-to-day legal counsel to county departments and governmental officials on a broad range of transactional and public law matters. Her practice included drafting and negotiating contracts, professional services agreements, interlocal agreements, grant-related documents, public finance, and other complex commercial transactions. She also advised clients on regulatory compliance, governance, ethics, and public procurement requirements.
Throughout her career, she has represented executive leadership, managed high-value and mission-critical transactions, developed organizational policies, and delivered strategic legal guidance in highly regulated environments.
Known for her collaborative approach and practical problem-solving, Sarah works closely with clients to negotiate favorable outcomes, reduce legal risk, and develop efficient, business-focused solutions. Her experience spans government, public finance, infrastructure, nonprofit governance, and corporate transactions.
